CSSC launched THRP report and video documentary

 

The Christian Social Services Commission (CSSC) has launched four years report and video documentary of the Tanzania human resource project (THRP) which ended April 2013. The event was conducted at CSSC Office Dar es Salaam by CSSC Executive Director Mr. Peter Maduki.THRP was an initiative implemented by consortium of partners that had a common goal of improving the health and social welfare workforce of Tanzania. CSSC led the initiative for Faith based organizations (FBOs) and Private sector by working closely with Muslim Council of Tanzania (BAKWATA) and Association of Private Health Facilities in Tanzania (APHFTA) to improve leadership and management of FBOs and private sector on Human resource management by developing and strengthen the use of the Human resource information system tools in FBOs.



The report indicate in detail the collaboration between CSSC and MoHSW through department of Policy and Planning which enabled the distribution of 262 HRH Strategic Plan documents, 200 HSSP III documents, 2000 MAMM and 1000 National Health Policy documents to hospital managers throughout the five CSSC zones. Sensitization meetings empowered hospital managers to use the policy and guidelines for dialogue and planning at district levels.



About skills, CSSC performed several iHRIS Manage orientation and implementation trainings targeted at zonal, health facility and HRM levels to provide new HRIS knowledge and strengthen IT skills at CSSC zonal and hospital levels. It organized and performed 2 integrated HRIS TOT training workshops in collaboration with IMA World Health. In total, 31 participants attended the TOT workshop at UDSM and 34 attended the TOT workshop in Morogoro.



Total people trained in this capacity at facility levels for HR data entry, management and utilization included 92 from CSSC, 44 from APHFTA and 6 from BAKWATA. The trainings enabled the new data entry focal personnel to update, expand and verify their health facility HR data by using each of the employee’s personnel information. After assessments and trainings, deployments were done at 31 more CSSC hospitals, 22 APHFTA health facilities and 3 BAKWATA health facilities for a total of 76 HRIS deployments to date.



Throughout the THRP, joint collaboration between partners enabled customization and data development procedures for the HRIS to meet requirements of CSSC, APHFTA and BAKWATA health facilities. Regarding HR data Knowledge and practice, CSSC realized that a key to effective data development and to support reporting and data utilization would be to recommend establishing a designated HR focal person at each hospital deployment.



After data being entered and validated, hospitals were able to more effectively begin using the data to generate internal and external reports. The most basic use of HR data comes through reporting. CSSC efforts to establish reporting capabilities spanned across both system customization and data development such training for HR managers and IT Technicians. Due to this effort, more effective data utilization was realized to be put into practice at hospital, district and zonal levels.



Apart from the report also video documentary about HRIS was launched to show HRIS functionalities in some of the health facilities and its benefits to strengthen data quality for utilization. The facilities documented were; Sikonge, Baptist and Kabanga hospital at CSSC western (Tabora, Kigoma and Singida). The criteria of selecting the mentioned 3 hospitals has based on the following;

  • Quality data entered in the system, they match with source documents
  • There is good utilization of data captured from the system, for example; Sikonge hospital is using data for staff leave planning and Baptist hospital is using data for salary scale planning while Kabanga hospital has used system for recruitment of new staff.
  • The involvement of using system for the mentioned facilities is impressive, the staffs responsible with the system are very committed in making sure that data entered in the system are clean.

 

The launch on exercise was witnessed by some of representatives from APHFTA and IntraHealth.
